I left the skewers on the regular size candy bars full length. So make sure the candy bar is securely fastened. My candy bar bouquets were a little top heavy and tended to tip over. Use the packing tape to secure the blunt edges of the bamboo skewers to the backs of the candy bars. Once the foam fits, take it back out and wrap it in tissue paper. My bouquets were top heavy so a layer of something with weight on the bottom of the bucket is probably not a bad idea. The foam did not go all the way to the bottom of the buckets. I had square pieces so I just nicked the edges off.
I found it easiest to use a serrated bread knife to saw the pieces off.
